Personally, I would choose Windows Live Mail.

Microsoft Office Outlook, typically, connects to a POP3 account and downloads that email, subsequently removing the email from that account. The email can then only be accessed by that computer.

Windows Live Mail, however, allows you to be able to get to your email from any location as long as it has an internet connection.
